History Established in 2009 After 25 years, Indiana’s highly successful GED ON TV program fell victim budget cuts by the state government. Dr. Ed and Mary Russell took an interest in salvaging the program and formed 2nd Chance Education, Inc.,a not- for-profit corporation dedicated to providing similar services but without tax support. In December of 2011 a partnership was formed between certain PBS stations, Cable TV companies, the Indiana Association of Adult and Continuing Education, The Center For Workforce Innovation, and 2nd Chance Education to begin providing these services for Hoosiers starting in January of 2012.
